EPCOR Utilities Inc. is utility corporation based out of Edmonton that also sells competitive power and gas contracts through its retail offshoot, Encor by EPCOR. Along with distributing and selling electricity in the Edmonton area, EPCOR manages water and wastewater facilities throughout Alberta, British Columbia, Arizona, and New Mexico.

EPCOR offers the regulated rate option for electricity in Edmonton and the FortisAlberta service territory.

Its recently created retail division, Encor by EPCOR, offers:

  • Fixed rate electricity: Encor offers guaranteed fixed rates options at 2, 3, and 5 years
  • Fixed and floating rate natural gas: Encor offers a fixed 2-year rate and a rate for 3-5 years, as well as a floating rate for 2, 3, or 5 years 
  • Dual fuel options: You can mix and match any one of Encor's electricity and gas price options to create a combination that works best for you
  • Green energy: Encor by EPCOR launched a new green energy option in June 2015

EPCOR Inc. distributes electricity in the Edmonton area, and sells electricity at regulated rates in the Edmonton and surrounding Fortis Alberta distribution service areas.

Encor by EPCOR offers retail energy contracts and operates in Banff, Calgary, Camrose, Canmore, Chestermere, Edmonton, Fort Saskatchewan, Kananaskis, Leduc, Lethbridge, Lloydminster, Okotoks, and Red Deer.

History

EPCOR began in 1891 as Edmonton Electric Lighting and Power Company, which became the first municipally-owned power utility in Canada in 1902. The company expanded to water treatment a year later, in 1903. It continued to develop and expand its electricity generation and distribution systems as well as its water and wastewater facilities in the Edmonton area throughout the 20th century.

In 1996 Edmonton natural gas, power, and water utilities were merged to form EPCOR Utilities, the first time in Canada all three utilities were merged into one municipally owned entity. The company branded as EPCOR in 2001. In 2005 EPCOR Utilities acquired its first water treatment facility outside of Alberta, in White Rock, British Columbia. It also created a publicly-traded affiliate, named EPCOR Power LP, trading on the Toronto Stock Exchange. In 2011, EPCOR Water (USA) Inc. acquired water treatment facilities in Arizona and New Mexico.

Epcor launched its retail energy product Encor by EPCOR in May 2014.

Activities and Organization

EPCOR Activities

Electricity Sales: EPCOR is the regulated rate provider for the city of Edmonton and for consumers outside of Edmonton in the Fortis Alberta electricity distribution service area. Through a new product, called Encor by EPCOR, it also sells competitive energy contracts to a wider customer base throughout Alberta.

Electricity Distribution & Transmission: EPCOR delivers electricity and maintains the system for the Edmonton and surrounding areas. Through its subsidiary corporation (see Governance below) it is responsible for meter reading, data collection and management, operating and maintaining the transmission lines that service the city.

Water and Wastewater Treatment: EPCOR owns and operates water and wastewater facilities throughout Alberta, BC, Arizona, and New Mexico.

Organization

EPCOR Inc. is a single shareholder corporation owned by the City of Edmonton. The City of Edmonton appoints the Board of EPCOR, though it is lead by an independent Chairman. No elected City representative or employee may serve on the Board. Its activities are spread across several subsidiary corporations:

  • EPCOR Energy Alberta Inc: sells electricity at regulated rates to eligible residential and small scale commercial customers in and around Edmonton
  • EPCOR Distribution and Transmission Inc: responsible for power distribution in the Edmonton area
  • EPCOR Water Services Inc: operates water treatment and wastewater services across Alberta and British Columbia
  • EPCOR Water (USA) Inc: operates water treatment and wastewater services across Arizona and New Mexico
  • EPCOR Technologies: an integrated engineering, construction, & maintenance firm and an unregulated subsidiary of EPCOR Inc
