11 utilities deliver power across Quebec
Quebec operates a regulated, vertically integrated electricity market. Each address is served by exactly one utility, regulated by the Régie de l'énergie, that handles both the wires and the customer contract. Hydro-Québec serves 99 % of the province; the remaining 1 % is split between nine municipal city departments and one rural cooperative.

2 distributors split the gas market
Quebec has two regulated gas distributors with non-overlapping service areas. Énergir (formerly Gaz Métro) covers about 95 % of the provincial gas market; Gazifère, an Enbridge subsidiary, serves the Outaouais region around Gatineau. Both are regulated by the Régie de l'énergie.
