No. Quebec is a regulated, vertically integrated electricity market. Hydro-Québec is both the wires-and-poles distributor and the retailer for about 99 % of the province. Nine small municipal utilities and one rural cooperative serve specific city limits. There are no competitive electricity retailers for residential customers — the only way to be served by a different utility is to move into another service area.
Most households default to Rate D, the standard two-tier domestic rate. But the same address can also pick Rate DT (dual energy with a backup fuel like natural gas), Rate Flex D (peak-shaving with day-ahead price signals), or Rate DPC (a dynamic-pricing option). Read the rates guide to compare them; most households save money on a rate other than D and never realize.

Quebec's grid runs almost entirely on legacy publicly-owned hydroelectric generation built between the 1940s and the 1990s on the Manicouagan, La Grande and Saint-Maurice river systems. The very low operating cost of paid-down hydro dams flows directly into the Régie de l'énergie–approved rates. Rate D currently averages about 8.54 ¢/kWh blended — among the lowest residential prices in North America.
