The cheapest heating choice in Saskatchewan is not a choice, it is a map question. Whether the gas main reaches your street decides whether a typical winter costs about $1,500 or about $4,600. Understanding why that is structural, and what does and does not narrow the gap, is the foundation for every other heating decision a Saskatchewan household will make.

The gap is durable. SaskEnergy serves roughly 410,000+ customers across 90+ communities on 15,000+ km of main. Extending that network another 100 km north is rarely economic, so the cost line on the map moves slowly, on the order of decades, not years.
The belief most articles repeat, and why it is wrong
"In Saskatchewan, you can heat with gas or with electricity. Compare the rates, pick the cheaper one." That is the framing on most national heating-cost pages, and it is wrong for most of the province. The decision is not a tariff comparison, it is a service-availability question. If the SaskEnergy main is on your street, gas is decisively cheaper, more than three times cheaper per delivered kilowatt-hour of heat. If it is not, you do not have the choice in any practical sense.
That is why the province-wide average heating cost number that gets quoted in national comparisons is misleading. There is no average household in Saskatchewan that heats for the average price. There are two populations: a large one that heats for roughly $1,500 a year, and a smaller one, concentrated in the north, that heats for closer to $4,600. Averaging them produces a number that fits neither.
The two Saskatchewans, side by side
Here is the picture, simplified. Two populations, the same climate problem (roughly 5,500 to 6,000 heating degree days a year in the south, more in the north), two different fuel realities.
Most of the populated south
Regina, Saskatoon, Moose Jaw, Prince Albert, Yorkton, Swift Current, Estevan, Weyburn, Lloydminster and most rural municipalities south of the boreal forest sit on the SaskEnergy distribution network. A high-efficiency gas furnace burns the cheapest space-heating fuel available in the province on a delivered-energy basis.
How the heat is made: Combustion of natural gas, vented through a flue, with heat exchanged into household air at 90 to 98% efficiency.
Most northern communities
La Loche, La Ronge, Pinehouse, Stony Rapids, Black Lake, Wollaston Lake, Hatchet Lake and dozens of smaller communities north of the SaskEnergy network rely on electric resistance heat for most or all of their winter heating. Many homes also use cordwood or heating oil as a secondary source.
How the heat is made: Direct electric resistance, 100% efficient at the baseboard or element but the kilowatt-hours sold to make that heat cost roughly 3 to 4 times more per unit of delivered heat than the equivalent gigajoule of gas.
The bills look different not because consumption is different, but because the cost per kilowatt-hour of delivered heat is different. A gigajoule of natural gas delivers roughly 277 kWh of useful heat into a home through a 95% AFUE furnace, at a SaskEnergy commodity-plus-delivery cost typically well below ten cents per kWh of useful heat. Electric resistance delivers heat at very close to 100% of the electricity drawn, but the SaskPower residential rate, expressed per kWh of useful heat, is structurally several times higher.

Always check actual bills before making a heating-fuel decision. Past consumption is the single best predictor of next winter\'s bill on the same home.
The non-obvious thing: the gap is infrastructure, not commodity
The reflex answer to "why is electric heat in northern Saskatchewan so expensive" is "because electricity is expensive." That is the wrong unit. Per useful kilowatt-hour of heat, electricity is expensive relative to gas everywhere in the province; what makes the north different is that gas is not an option, so there is nothing to substitute toward. The north pays the electric-heat cost not because the SaskPower rate is higher there (it is not), but because the cheap-fuel alternative is missing from the map.
That has three practical consequences households should understand. First, the structural cost gap is not solved by switching SaskPower rate plans, there is no time-of-use option in residential SK that materially shifts winter heating cost. Second, the gap is also not solved by behavioural changes alone, thermostat discipline can shave 10 to 20% off a heating bill, but it cannot turn a $4,600 bill into a $1,500 bill. Third, the largest realistic lever in the north is the heat pump, because it multiplies each kilowatt-hour of electricity into two to three kilowatt-hours of heat.
A second under-reported point. SaskEnergy gas main extensions are not impossible, they are just rarely economic at the customer densities found in northern communities. Where small extensions have happened, they have been driven by an industrial anchor customer (a mine, a processing facility, a band council) that underwrites the volume. Without that anchor, the calculus does not work, and the line on the map does not move.
A third, often missed: the cost gap interacts with housing quality. Older northern housing stock is often less well-insulated than the southern average, partly because the cheap-heat-source assumption was always wood, and partly because envelope upgrades carry the same per-square-metre cost in remote communities while the savings ride on top of an already-higher heating bill. That is exactly why the Home Efficiency Retrofit Rebate, which targets envelope upgrades, is the most leveraged provincial rebate for many northern households.
What to actually do, depending on where you are
- If you live in southern Saskatchewan on gas: the highest-return move is upgrading furnace efficiency (95% to 98% AFUE) when the existing equipment is at end of life. The SaskEnergy equipment-replacement rebate is designed to make this almost a default decision once the existing furnace is over 15 to 20 years old.
- If you live in northern Saskatchewan on electric resistance: the highest-return move is a cold-climate heat pump, sized correctly with a backup resistance or wood source for the coldest nights. Stacking provincial heat-pump rebates with federal programs is what makes the project arithmetic work.
- If you live anywhere on electric heat without a gas main option: envelope work pays back fastest. Air sealing, attic insulation to today\'s code, and the basement-wall component of the Home Efficiency Retrofit Rebate often produce a bigger relative saving than the heating-equipment swap, because they reduce the heat that has to be made in the first place.
- If you are buying a home: ask the seller for the previous 12 months of bills, not a one-month snapshot. The difference between July and February on electric resistance in the north is dramatic; on gas in the south it is large but more predictable.
- If you are an income-qualifying household: the Heating Affordability Program, reached through SaskPower\'s Energy Assistance Program, can deliver a free high-efficiency furnace where gas service is available. No public application form, eligible households are contacted directly.
- Regardless of region: a working carbon monoxide alarm on every level of the home is non-negotiable. Combustion heating (gas, oil, wood) all carry the same CO risk if equipment goes out of tune.
Why this gap will not close quickly
The north-south heating divide in Saskatchewan is durable because the things that create it are durable. The SaskEnergy distribution network reaches where customer density supports the investment, and customer density in the north is what it is. The federal coal phaseout, scheduled to eliminate conventional coal generation in Canada by 2030, will reshape SaskPower\'s generation mix significantly, but it will not on its own make electricity cheaper relative to gas in a heating application. If anything, the capital cost of new generation will keep upward pressure on the electricity component of every northern heating bill for years.
The lever that does narrow the gap is the heat pump. A cold-climate air-source heat pump, properly sized and installed in a reasonably tight building envelope, can cut a northern electric-heating bill roughly in half. That is the realistic ceiling on what a household can do without leaving an electric-heated home.
